as to what the exact requirements, rules and regulations are for the State of
Louisiana in regards to Amateur MMA or Kickboxing. Wwe cannot confirm or deny

requirements, rules and regulations we have received.
Because of this,
We suggest all Louisiana Promoterts contact the State of Louisiana Boxing
Commission directly for instructions on what is required to Promote an Amateur
or professional event in the State of Louisiana.
- We found nothing on the State of Louisiana "Emergency
Rule" page located

in regards to the recent "Emergency Rules" created by the State Of
Louisiana Boxing Commission such as the requirement to have more Pro fighters on
a show than Amateur fighters. Known as the 50/50 Pro & Amateur rule required
by the State Of Louisiana Boxing Commission for Pro and Amateur fight cards.
- 11-5-07: What we can
confirm is;
- ALL PROMOTERS must first contact the Louisiana State
Commission to get approval to have the event. ALL Events, Professional and
Amateur MUST BE PRE-APPROVED by the
Louisiana State Commission before taking place.
- A Louisiana Boxing Commission Representative is not
required to be present at the event weigh-ins because the approved Sanctioning
Body is required to have an Official Event Representative at the event
weigh-ins.
- The ONLY Sanctioning bodies approved in the State
of Louisiana for Kickboxing & MMA are the
IKF (Kickboxing) the
ISCF (MMA) and the ISKA (Kickboxing & MMA)
- HIV Testing is MANDATORY for ALL AMATEUR
KICKBOXERS & MMA Fighters. This is already a mandatory requirement for all
Pro Fighters. Tests need to be updated every 6 months. Fighters are required to
have and show a copy of their tests from the testing location to the event
physician Giving the pre-fight physicals. Failure to show proof of such tests
will result in the fighter being pulled from the event.

Until we find legal documentation
for the following rules, we cannot confirm or deny if any of the required rules
below are actual Rules and Regulations as required by the State of Louisiana
Boxing Commission:
- Promoters cannot book events within 1 - 2 weeks prior or
1-2 weeks following an already scheduled event.
- Any Promoter approved by the State of Louisiana for their
event that wants to have AMATEUR Fights on their event MUST HAVE EQUAL or
MORE Professional Fighters than Amateur Fighters.
- ALL events that have Amateur Bouts MUST make clear in
their advertising "This is a mixed Amateur and Professional Fight Event"
noted on the event Posters, fliers, TV commercials or Radio commercials when
advertising the event.
- ALL AMATEUR TITLE Bouts MUST be advertised as "AMATEUR
TITLE BOUT".
- During the event, ALL Ring Announcers must announce EVERY
AMATEUR bout as "This is an AMATEUR Bout."
- ALL Amateur events must have a Louisiana Boxing Commission
Representative present at their event. The fee to pay the Commission is $200.00

- 11-1-05: The Maryland State Athletic Commission
sanctions and regulates professional boxing bouts, amateur kickboxing bouts and
professional kickboxing bouts. Both amateur MMA bouts and professional MMA
bouts are currently illegal and not permitted in the State of Maryland.
- ADDITIONAL INFO: The annual fee for a professional
boxer's license, amateur kickboxer's license or professional and kickboxer's
license is $10.00. An individual must be at least 18 years of age in order to
obtain a professional boxer's license, amateur kickboxer's license or
professional kickboxer's license. An individual who is over the age of 36 must
receive special permission from the Maryland State Athletic Commission in order
to obtain a professional boxer's license, amateur kickboxer's license or
professional kickboxer's license. (Special permission is granted based upon a
Commission review of the boxer's/kickboxer's experience, boxing ability and
physical fitness.) Along with the application, the boxer/kickboxer must have a
manager, trainer or other qualified person who is certify to the Commission that
the applicant is physically competent as a boxer and possesses the skills of a
trained boxer/kickboxer.
- The boxer/kickboxer must also complete a number of medical
examinations within 30 days of initial licensure (which is usually within 30
days of the boxer's/kickboxer's first bout that is scheduled to be held in
Maryland) and within 30 days of license renewal. These examinations include,
but are not limited to, ophthalmological, annual physical (the annual physical
exam must be completed within 21 days of both initial licensure and license
renewal), and neurological exams. The Commission schedules and pays for the
neurological exam only, provided that the neurologist is appointed by the
Commission. In addition, the boxer/kickboxer must submit to the Commission
negative tests for the HIV virus, Hepatitis B virus and Hepatitis C virus within
30 days of initial licensure, within 30 days of license renewal, and as
otherwise directed by the Commission. The boxer/kickboxer must undergo testing
for the HIV virus, Hepatitis B virus and Hepatitis C virus at a certified
laboratory of his or her choice, and must present the original or certified
laboratory negative test results to the Commission in a timely manner. The
failure of a boxer/kickboxer to produce the required negative blood tests will
result in the ineligibility of the boxer/kickboxer to participate in the
contest.

- Michigan - 5-8-07: Kickboxing, both amateur and
pro, is not regulated or licensed in the state of Michigan. Therefore, all
issues concerning kickboxing are not relevant. The only sport that is licensed
and regulated in Michigan is professional boxing. Kickboxing and other forms of
martial arts are not unlike all other sports (baseball, football, basketball,
etc.); there is no state involvement whatsoever.
- Pro MMA:
Pro Mixed Martial Arts is NOT legal in the State of Michigan.
- UPDATE 11-23-07: Amateur
MMA:
There are only 4 promoters who have been approved to hold mma events in
Michigan. They are Dan Severn, Greg Ahrens, Helmkay and Cousineau. Any other
promoter will be shut down, will have a cease and desist order issued and will
be fined by the State of Michigan. The State recently as of two weeks ago
allowed these event to occur with the exceptions listed below. Before that NO
MMA events were allowed in the State at all!! Fines, C&D orders, shut downs
occurred IF the State heard about these events. If a promoter is considering
hosting an mma event, we recommend they contact Barrington Carr at the State of
Michigan. The promoters listed above are now operating under a system worked
out with the Department such that they would not compromise the boxing
regulations. A few of the conditions under which they can fight are:
- No hitting with a closed fist above the waist
- Carry medical & hospital coverage of at least $50,000
for each fighter
- HIV and Hepatitis B & C test for each fighter
- Post rules regarding striking opponents in promotional
materials.
- This is not to say that the state has sanctioned MMA or
set rules under which it may compete. There are otherwise, current legislative
efforts to bring MMA under regulations.

- Minnesota MMA - 10-2-07: The regulation of mixed
martial arts was placed under the authority of the State Boxing Commission by
the 2007 legislature (Laws of Minnesota 2007, Chapter 135, Article 3
sections 30-37.) The Boxing Commission membership was expanded from five to
nine members with the requirement that at least four members have knowledge
about the mixed martial arts industry. The commission was given the authority
to adopt unified rules for mixed martial arts. All tough person contests are
subject to the American Boxing Commission rules. These changes were effective
August 1, 2007.

Executive Director Scott Ledoux informed us that they have been regulating PRO
MMA since July of 2007. They plan to start regulating Amateur MMA within the
next month, but as of now, it is not regulated AND it is not legal in Minnesota.
They
do not regulate pro or amateur kickboxing but have plans to start regulating it
within this year.

Kickboxing. Mississippi law makes it a crime to do so without commission
sanction.

- MMA: MMA is illegal in North Carolina according to
NC General Statue 143-653. The statue reads "Ultimate Warrior (MMA)
matches, whether the participants are professional or amateur, are prohibited.
No person shall promote, conduct, or engage in ultimate warrior matches."
- To make MMA legal in North Carolina the General Assembly
would have to change the law. Our office would support a change to make MMA
legal in our state if the events were supervised and regulated by the North
Carolina Boxing Authority.
- North Carolina - 9-12-05: Pro & Kickboxing:
Regulated By The Boxing Commission. Titles and additional sanctioning can only
be done by State Approved Sanctioning Bodies. Those approved by the State Boxing

According to the Tennessee Department of Commerce & Insurance the ONLY Fight
sport legal in the State of Tennessee is PRO BOXING.
- T. C. A. § 39-17-1102. Prize fighting, sparring and
other brutal sports unlawful Exception.
- (a) It is unlawful for any person or persons to
engage in what is known as prize fighting or boxing with or without gloves, or
in other brutal sport or exhibition, whereby bruising, maiming, or other serious
bodily injury may result to the boxers or the participants.
- (b) This section shall not be construed to apply to
football or baseball games, or other sport not of like sort with prize fighting
or boxing.
- (c) Nothing in this section shall be construed to prohibit
or declare unlawful any activity authorized by other provisions of this code
when carried out in accordance with the other provisions, or to render any
participants of the same liable to the penalties of section (d).
- (d) All persons engaging in the sports or contests
designated in this section either as principals, aids, seconds, or backers,
commits a Class C misdemeanor.
- Provided they are conducted in accordance with the
statutes governing the same, boxing and kickboxing events in the state of
Tennessee fall within (c) above. The statutes governing boxing and kickboxing
events are Tenn. Code Ann. §§ 68-115-101, et seq.

- 11-9-05: It was
reported to us today by the Texas State Commission that as of September 1st,
Texas banned all amateur competition until their new rules and regulations
become in place on January 1st, 2006. ( Which did not happen ) These new
rules and regulations will surly not help amateur kickboxing or mma in Texas.
Some of the new rules will make it very hard for an "Amateur" promoter
to hold events there. From what we determined, it was promoters claiming to hold
amateur MMA shows that brought about this change. These so called amateur mma
events found promoters paying the amateurs like pros. Too bad that kickboxing
had to be lumped in with the bad dealings of some Texas MMA promoters. Some of
the new rules and regulations will include the requirement of a $15,000 security
bond, 3% of gross gate to commission for tax, the promoter company needs to be a
licensed non profit organization and several other new requirements. Needless to
say, while many are taking a step forward to promote amateur sports, it appears
to us, Texas is taking yet another step backwards.

- 3-20-07: According
to the new Director of the Pete Swazo Utah Athletic Commission (PSUAC -
(801) 530-6491), Mr. Mike (Willard) Zollinger, it is OK for a PRO
MMA Fighter to fight an AMATEUR Kickboxer in Utah and the bout be called an
Amateur bout. Often the PSUAC calls these bouts "Exhibitions"
- However, the fighters fight FULL CONTACT, there are
decisions made and knockouts are even allowed.
- However again, Mr. Zollinger informed us today that they
do not count these as "Real Bouts" and they are not recorded
anywhere... Strange....
- In addition, since the PSUAC Sanctions ALL Events (Amateur
& Pro), no other sanctioning bodies are needed unless the Promoter wants to
hold Title Fights. Even then, the PSUAC allow Promoters to create their own
Sanctioning Bodies just for this purpose and do not require the sanctioning body
to be Nationally Recognized or be independent from the promoter.

regulations are passed we would not be able to issue a license for a MMA event.
We hope we will be able to get the new regulations passed within the next 12
months.
- PRO Kickboxing: Should a promoter want to put on a
pro or pro/am show he has to become licensed as a promoter here. The cost for
that license is currently $300. The promoter would have to apply for an event
license for each event, 42 rounds or less is currently $1000, more than 42
rounds is currently $2000. Out of that money we pay for the referees, judges,
ring physicians, inspectors and time keeper.

Kickboxing: Any Promoter looking to promote an amateur event in Virginia
must contact the Commission for rules approval for the sanctioning body the
promoter wishes to use.

Department of Licensing regulates professional kickboxing and Mixed Martial
arts. We are not a boxing commission. Promoters of both areas need to file for
a Master business license, a promoters license application, and provide a surety
bond with power of attorney in the amount of at least minimally $30,000. The
only licensing required for the amateur promoter is a master business license
and proof of their non-profit status.

- MMA - 3-21-05: New rules and regulations through
our State Legislature banned "Ultimate Fighting" and anything
resembling this very sport. Obviously, this would incorporate MMA. We do not
allow choke holds, submission holds, and contestants must use regulation boxing
gloves (which basically does away with grappling) and events must take place in
a regulation boxing ring. The movement made by our Legislature was simply for
the purposes of "safety" - we do not believe that ultimate fighting
type events are safe and do not wish to see such events in our state.
- Professional Kickboxing: Legal in West Virginia.
- Amateur Kickboxing: Not allowed. I have never
been approached about an amateur kick-boxing event, but our regs / rules state
that all amateur contests must follow the rules of the USA Amateur Boxing
Federation; however, I will try to review this matter in the coming days to
provide you with an answer.
