    • In 2000, the Unified Rules of Mixed Martial Arts were created by the New Jersey State Athletic Commission and the California State Athletic Commission, who had worked extensively on regulation, but its sanctioning of MMA was not implemented due to state governmental issues surrounding the budgeting process. California officially approved MMA Sanctioning on December 28, 2005, using the rules they helped devise five years previously. However, it wasn't until March of 2006 when the State Commission sanctioned their first MMA event with Promoter Scott Coker. All told, event organizers indicated that 18,265 people filled the HP Pavilion for Fridays card, shattering the previous North American attendance mark of 14,562 set when Chuck Liddell re-matched Randy Couture on April 16, 2005 at the MGM Grand in Las Vegas.
  • Like in Pro Boxing, Pro and Amateur Kickboxing and Pro MMA can still be sanctioned along with the State Commission for legit title Fights. Two Nationally Recognized Sanctioning Bodies are the IKF (Kickboxing) and ISCF (MMA).

  • Amateur MMA: NOT LEGAL
    • November 7th, 2007: Amateur MMA is still NOT LEGAL in California. Smokers beware! Having an Amateur MMA event is ILLEGAL and the Commission will enforce all violations. The Commission claims they will approve Amateur MMA in 2008.
    • December 9th, 2008: Amateur MMA is still NOT LEGAL in California but the Commission keeps making promises they will approve Amateur MMA in early 2009. The same they told everyone a year ago.
    • February 11th, 2009: At yesterdays State of California Athletic Commission meeting, Amateur MMA was on the Agenda (#10) However, after a long day of other Agenda items, the Commission was going to table the topic until ISCF President Steve Fossum spoke up and asked "Why were we asked to come to this meeting for Amateur MMA if your still not going to do anything about it?" After brief discussions, the commissioners were asked who would volunteer to be on yet "Another Amateur Martial Arts Board" (This has been done 3 times now, each with no progress. - - Reference: #4 - Reference: #4 - Reference: #13 - Reference: #2 ) NO Commissioner volunteered. So, the chief Commissioner appointed two Commissioners (One that was present and not too excited about being appointed and another who was absent) to head up "Another Amateur Martial Arts Board". HOPEFULLY some progress will be made for Amateur MMA. Of course, Amateur MMA is still NOT LEGAL in California

  • 5-8-07: Kickboxing, both amateur and pro, is not regulated or licensed in the state of Michigan. Therefore, all issues concerning kickboxing are not relevant. UPDATE 11-23-07: There are only 4 promoters who have been approved to hold mma events in Michigan. They are Dan Severn, Greg Ahrens, Helmkay and Cousineau. Any other promoter will be shut down, will have a cease and desist order issued and will be fined by the State of Michigan. The State recently as of two weeks ago allowed these event to occur with the exceptions listed below. Before that NO MMA events were allowed in the State at all!! Fines, C&D orders, shut downs occurred IF the State heard about these events. If a promoter is considering hosting an mma event, we recommend they contact Barrington Carr at the State of Michigan. The promoters listed above are now operating under a system worked out with the Department such that they would not compromise the boxing regulations. A few of the conditions under which they can fight are:
    • No hitting with a closed fist above the waist
    • Carry medical & hospital coverage of at least $50,000 for each fighter
    • HIV and Hepatitis B & C test for each fighter
    • Post rules regarding striking opponents in promotional materials.
    • This is not to say that the state has sanctioned MMA or set rules under which it may compete. There are otherwise, current legislative efforts to bring MMA under regulations.

  • 11-9-05: It was reported to us today by the Texas State Commission that as of September 1st, Texas banned all amateur competition until their new rules and regulations become in place on January 1st, 2006. ( Which did not happen ) These new rules and regulations will surly not help amateur kickboxing or mma in Texas. Some of the new rules will make it very hard for an "Amateur" promoter to hold events there. From what we determined, it was promoters claiming to hold amateur MMA shows that brought about this change. These so called amateur mma events found promoters paying the amateurs like pros. Too bad that kickboxing had to be lumped in with the bad dealings of some Texas MMA promoters. Some of the new rules and regulations will include the requirement of a $15,000 security bond, 3% of gross gate to commission for tax, the promoter company needs to be a licensed non profit organization and several other new requirements. Needless to say, while many are taking a step forward to promote amateur sports, it appears to us, Texas is taking yet another step backwards.

  • 3-20-07: According to the new Director of the Pete Swazo Utah Athletic Commission (PSUAC - (801) 530-6491), Mr. Mike (Willard) Zollinger, it is OK for a PRO MMA Fighter to fight an AMATEUR Kickboxer in Utah and the bout be called an Amateur bout. Often the PSUAC calls these bouts "Exhibitions"
    • However, the fighters fight FULL CONTACT, there are decisions made and knockouts are even allowed.
    • However again, Mr. Zollinger informed us today that they do not count these as "Real Bouts" and they are not recorded anywhere...
    • In addition, since the PSUAC Sanctions ALL Events (Amateur & Pro), no other sanctioning bodies are needed unless the Promoter wants to hold Title Fights. Even then, the PSUAC allow Promoters to create their own Sanctioning Bodies just for this purpose and do not require the sanctioning body to be Nationally Recognized or be independent from the promoter.

  • 5-30-06: Edmonton Boxing & Wrestling Commission
    • The Edmonton Boxing & Wrestling Commission was one of the first commissions in Canada to recognize the sport of MMA and before sanctioning it's first show 4 years ago, educated it's referees and judges by holding clinics with established MMA officials. We are at the forefront of MMA in Canada and are helping other commissions in setting up rules and matchmaking guidelines as the sport progresses in Canada. All MMA shows are considered professional as there is no amateur governing body in MMA (Olympic recognized such as Judo, Tae Kwondo, Boxing, Wrestling) All MMA fighters have to conform to the same medical guidelines as do boxers. Our commission requires Hep B & C, HIV bloodwork, ECG, Catscan or MRI, Full Medical including eye exam.
    • Edmonton is a municipal commission. There is no Provincial Commission in the province of Alberta, therefore most major centres have their own commissions following for the most part the rules of the Canadian Boxing Federation for medicals etc and a version of the Nevada State Rules for MMA. All combative sports using hands or feet in Canada must be overseen by a duly struck commission otherwise it contravenes Section 83 of the Criminal Code of Canada and all participants, attendees etc are subject to arrest and prosecution. I hope this answers some of your questions. Please feel free to contact me with any other inquiries.
