FOR ALL AMATEUR EVENTS
In the State of California ALL Kickboxing -Amateur & Pro- is regulated by the California State Athletic Commission.
Below are some rule notes the Commission wants to be assured everyone has.



MESSAGE TO PROMOTERS/FIGHTERS FROM CALIFORNIA STATE COMMISSION

To all amateur Muay Thai and kickboxing officials, promoters, and interested parties,
Please be advised we will be using the below set of rules for all amateur muay thai and amateur kickboxing bouts in California. Please note rule 710 that requires shin pads and insteps for all amateur athletes that compete. And rule 711, the headgear rule that states 3 bouts and below must wear Commission approved headgear, 4 bouts and above headgear is not mandatory but when used both athletes must wear headgear. If there is an athlete with three or less bouts vs. another with four or over both must wear headgear.

Furthermore, we will be capping bouts to 15 total per event, unless the promoter is willing to pay for additional officials outside of the normal two referees and three judges. We feel anything over 15 bouts is excessive and challenging for the referees, judges, and physicians.

Despite inconsistent rule enforcement in the past, we will uniformly state wide enforce the below set of rule at all amateur kickboxing events. There will be no exceptions. Please spread the current set of rule to others in the industry.

We at the Commission respect the rich heritage and tradition of Muay Thai kickboxing has and will continue to help the growth of Muay Thai on a state level anyway we can. We appreciate any feedback and questions or concerns to help us better regulate this sport.

CHAPTER 4. AMATEUR FULL-CONTACT MARTIAL ARTS

  • ARTICLE 1. GENERAL PROVISIONS
    • § 700. Citation.
      • The rules in this chapter shall be cited and referred to as the "Amateur Full-Contact Martial Arts and Kickboxing Rules."

    • § 702. Professional Full-Contact Martial Arts And Kickboxing Rules Apply.
      • The Professional Full-Contact Martial Arts and Kickboxing Rules (Chapter 2 of this division.) shall apply to amateur full-contact martial arts and kickboxing, unless a club or organization obtains a waiver of the applicable laws and rules under Section 18646 of the code or unless they are clearly inconsistent with the rules contained in this chapter.

    • § 705. Classes Of Amateur Contestants.
      • (a) Novice Class. Any contestant who has participated in three or less full-contact martial arts or kickboxing contests approved by the commission may be in the Novice Class.
      • (b) Open Class. Any contestant who has participated in more than three full contact martial arts or kickboxing contests approved by the commission shall be in the Open Class.

  • ARTICLE 2. SAFETY STANDARDS
    • § 710. Contestants' Equipment.
      • In addition to that equipment required in Section 513 of these regulations, every contestant shall wear all of the following during a contest or match: Rev. 9/09 100.
        • (a) At least ten (10) ounce gloves;
        • (b) If the contestant is in the Novice class, headgear that is approved by the Amateur Boxing Federation or an equivalent organization.
        • (c) Padded shin guards that extend from the ankle or instep to the top of the shin, and a *safety boot that covers the toes.
          • (*) 9-30-10: These are NOT Required for International Rules or Muay Thai Rules. This was a rule established in the older CSAC Rules that referred to "Full Contact - Above the Waist" style of kickboxing where these "ARE" required.
          • (*) 9-30-10: MANDATORY FOR ALL RULE STYLES: All Amateur Fighters must now wear the CLOTH Shin Guards that cover the Shin and Instep of the Foot.

    • § 711. Headgear; Under 18.
      • In addition to that equipment required in Section 513 and 710 of these regulations, every contestant in the Open Class who is under 18 years of age "MUST" wear a headgear that is approved by the Amateur Boxing Federation or an equivalent organization during a contest or match.

  • ARTICLE 3. CONDUCT OF MATCHES AND CONTESTS
    • § 720. Number of Rounds.
      • (a) The maximum number of rounds allowed for any contestant in the Novice Class shall not exceed three two-minute rounds with a one-minute rest period between rounds.
      • (b) The maximum number of rounds allowed for any contestant in the Open Class shall not exceed five two-minute rounds with a one-minute rest period between rounds.

    • § 723. Kicks; Novice Class.
      • Between contestants in the Novice Class, the only kicks allowed are to the outside of the legs or boot and kicks to the upper body. All other kicks shall be considered a foul. Rev. 9/09 101.
